The rules concerning benefit entitlement are different if you do not live in the UK. Certain disability and sickness benefits, including Attendance Allowance, Personal Independence Payment, Disability Living Allowance and Carer´s Allowance, can be paid if you live in an EU or EEA country or Switzerland and you fall within scope of the EU Withdrawal Agreement. 

You do not have to meet the past presence test or be ordinarily resident in the UK at the point of claim as long as you have a genuine and sufficient link to the UK social security system and can show that the UK is the competent state.
